Our scooters are not CARB certified for use in California. We will not sell or ship scooters to anyone in California.
If you've purchased a fully assembled and tested scooter from our Wisconsin store we will take care of all the required registration.
If you've purchased a scooter through our website we will provide a manufacturer's statement of origin (MSO). This is a certificate from the scooter manufacturer, with the make, model and VIN (Vehicle Identification Number). The MSO serves as proof that the scooter meets all applicable DOT and EPA standards for registration in the United States.
You will then be able to go your local DMV and they will collect the sales tax as well as any applicable registration fees and will issue a license plate and title for your scooter. You also may need proof of insurance, the dealer invoice and a valid driver's license.
When buying a scooter online from buylowpricescooters.com, you should expect to receive the following documents:
Documents are sent separately from the scooter. Documents are sent via USPS Certified Mail with return receipt 3 to 4 days after the unit is paid for.
If you don’t receive your registration documentations within 7 business days after receiving your scooter please email sales@buylowpricescooters.com Include your order number and VIN* in your message. We will process your title request immediately.
*Vehicle Identification Numbers are usually located on the front of the steering stem or at the bottom of the floor mat, where you would place your foot. The VIN number consists of a 17 digit alphanumeric series and usually has the engine number located on the same plate. The plated steel mount can be either black or silver.

It is the responsibility of the Purchaser to understand all of their state’s DMV and local municipality laws and titling requirements for Scooters. The Purchaser is responsible for titling and registering their Scooters and the assurance that it can be titled in their own state and municipality. Scooters cannot be returned if titling and registration is not possible by purchaser. Purchaser is responsible for researching that successful registration and titling is possible in the corresponding state, prior to the purchase of all Scooter models.
Some states require that drivers have Motorcycle endorsements on their driver's license in order to drive and register scooters. Purchaser must verify with their state for Motorcycle licensing requirements and other possible requirements and restrictions.
The purchaser, rider and/or legal guardian of rider are responsible for insuring compliance with laws governing scooter operation.
